Java and SOAP project

We currently have a database product that our non-profit clients use to submit reporting to a centralized reporting hub. The protocol for sending the data uses Java and SOAP. Our lead programmer has all of the necessary tables and fields set up to come out of our system. We need help connecting to the central repository which is where the Java and SOAP. We have been provided with the documentation and must insist on domestic, verifiable programmers given the nature of our contracts with our clients.
