Need a jpg converted to a vector and cleaned up

I've a floorplan from a ship covering the side profile and decks and need it converted to a vector based image and cleaned up so it can be used at a higher resolution for a proof of concept. Best version I have is attached for reference.
I don't need room labels at this time but would like to keep the rest of the layout such as rooms, stairs, seating etc. I also like to keep the textured deck area. Cabin colours can vary as we can change these later so would rather go with a pastel range of colours so loose the purple and dark orange but as long as they are in a semi unique colour be fine.
Cost wise, Ive put a holding value as Ive no idea the cost. Delivery format, a common vector format we can work with will be fine. The only copy of the floorplan attached
