I need an app created for a news website

Good morning,
I'd like to get some quotes to turn a news website into a mobile app.
Functionality we require includes- Ability to create account and save interesting articles for offline reading- Ability to follow specific topics or authors- Push notification enabled- Ability to navigate site seamlessly within the app
At present, we do not have a comments system but would like something with the option to add commenting functionality later on.
We're looking for a long term partner here, and will not be rushed into a decision. Please respond with samples of your work and your proposal for our app.
My budget is for initial consultation, I wish to know your fee for working on this type of project so please include your estimate (a from-to price is fine) so we can secure the budget to go ahead.
