Adding portal to WordPress site

I have a client with a WordPress site that wants to add a portal to it. I would like to create a sub directory on their main website and do this with plugins.Below is what needs to be included in the portal.
A new user enters their email address and creates the password. Account needs approval before they can proceed so after they register, they should be redirected to a page that says, “We are reviewing your account and will notify you once you are approved”. Notification needs to be sent to an email for approval before they get access. The employer can then grant or deny access to the new user.Once they are approved, they will be presented with a dashboard containing the following.The tabs need to be in order. They can only start with tab 1 then 2 then 3 and so on. They should not be able to access all the tabs before completing each one in order. 5 tabs1: Orientation. Page title “Interpreter code of ethics.” Text only on the page, click accept on the bottom of the page and moves on to tab 2. No signature or date.2: FWA Training: Embed PDF. We will supply the PDF. At the bottom they sign and date, click submit and move on the tab 3. Send signature and date to EMAIL.3: HIPAAA training: Embed PDF. We will supply the PDF. At the bottom they sign and date, click submit and move on the tab 4. Send signature and date to EMAIL.4: Assessment: Text only on the page, click accept on the bottom of the page and moves on to tab 5. Please explain the plugins you would use to do this and the price. I want to check the plugin to make sure it looks like something that will work for them.
