Create 2d install guide 2d diagrams

Description

I need to create an install guide that will look incredibly professional as it needs to be published on governement websites. I have all the source material but it will need ot be built from scratch, i preume in Adobe PS
Attached is
1 - A word doc (competitor drawing). This is the benchmark of how good my documen needs to be and mirror this layout2 - There is a PPT (product pptd) with two drawings on and ipso lorem to show my final layout3 - A second PPT (product ppt v2 which has the correct annotation that can be used for BOTH diagrams) as can be seen in the word doc.
I don't think it should take more than a couple of hours if I'm honest but output needs to be incredibly professional.
