Need a Graphic of an Advertising Screen adding to a Photo

We will be installing a large 3mx6m outdoor display screen on a main road. We need to show our client a visual representation of what this will look like.
We need a photo shop expert to create a simple design for the frame of the screen and be able to add a video that plays on the screen to an existing photo. Please see the photo below.
We are looking for a new design / photo shop wizard for our company’s projects so there will be more work offered if the job is done well.
