need a package.json for wp theme with no vulnerabilities

I am not a programmer, but have designed a wordpress theme for my buisness. I'm looking to hire a programmer to create a working development and distribution environment (e.g. package.json, gulpfile.js or other) files that have no vulnerabilities. I prefer gulp and babel but if you suggest using another method (webpack, yarn) please let me know. The the proposed project file will have a script for Development (called "start"), Distribution ("build") and Packaging ("zip"). The dev tools into these categories as follows: Development (start): Compile SCSS to CSS. from root\src\main.scss to root\build\main.css Transpile and bundle JavaScript files. from root\src\index.js to root\build\bundle.js Copy necessary assets (fonts, images, video) copy relevent folders from root\src\.. to root\build.. Copies only new or updated files. Optimize images. Sync browser for live reload and watch for changes (SCSS, PHP, JS). Distribution (build): Delete contents of build directory and its sub-directories (to clear clutter from earlier work) Copy (recreate) necessary assets (fonts, images, video) from src to build folder. Compile and minify SCSS to CSS. Transpile and minify JavaScript files. Optimize images for production. Ensure that the build output is ready for deployment. Packaging (zip): I have already done this in the way I wish, so you may not have to. I will send it to you if you take on this project. My environment: Windows 11 XAMPP 3.3.0 (willing to change versions if needed) Node 20.13.1 (willing to change versions if needed) npm 10.7.0 (willing to change versions if needed) Visual Studio Code. Fitting measured data to a model (Cole-Cole model)

I need some code written for a project in Matlab. I have measured dielectric data, with each CSV containing three columns (frequnecy, real component and imaginary component of dielectric data). I am trying to fit this data to a function, called the Cole-Cole model. I have attached a small discription of the model and what a previous research paper has said about the fitting method (although it is just a summary and not an indepth description). The top equation in the attachment is the cole-cole model, and the parameters that need to be found by the fitting function are underlined in blue. Would you be able to help? Thank you
