PostgreSQL upgrade and AWS managment.

Description

PostgreSQL upgrade. AWS Maintenance. platform development. I'm looking for a company or an individual with the following skills and experience. -Full stack developer with solid experience using JAVA strut 1 (This is an old technology now, but that skill is necessary)-Experience in Postgres SQL upgrade and implementation change on AWS servers. - Aws certified expert with solid knowledge of data security.

The task:
We have two 12-year-old platforms built on old technology (java strut1 one and postgreSQL11) that must be maintained and updated. Both platforms are the same; one uses live data, and the other uses dummy data to allow us to conduct testing and customer training/support.
The first job (to be quoted here) is to upgrade PostgreSQL from 11 to 16 on both instances, including implementation on AWS. You'll need to be able to advise and take action to optimize AWS's cost efficiency and security. Including advising on security protocol, best practices and
Following the successful and on-time delivery of this first task, you will be required to deliver some upgrades and minor bug-fixing using JAVA struts 1. These tasks will be quoted separately on PPH.
Then, before implementing new functionality and service upgrades, you will be required to upgrade the technology used from Java Strut 1 to JAVA Spring or other more recent/appropriate technology.

This is a large code, and there is very limited documentation available. If you are not or never have been an excellent JAVA strut 1 developer, you will be lost, wasting our time and yours.

You also need experience handling sensitive data, are older in Public and Professional Liability Insurance cover for 10.000000, and are preferably ISO 27000 certified.
