Create a small software APP from excel data

Hi,
We are a business funding company in the UK. We currently assess our customer risk data through a company spreadsheet which has some variables and blends using various formulas an overall risk rating.
We want to create a small program using Visual basic or similar so that we can send it to our brokers to let them know a guide of whether we will accept them. Good skills in this would be experience in glossy user interface and our ability to manipulate the data if our risk appetite changes
