fix collation issue on WordPress website

IMPORTANT: DO NOT MAKE CONTACT OUTSIDE OF PPH. ANYONE WHO DOES SO WILL BE REPORTED TO PPH.
After migrating a website to a new host, we have lots of ? characters in the posts, some sort of collation or charset issue I assume.But I have not been able to solve it.All the database tables still have the same collation after migration, I also tried changing to UTF-8, to no avail, so need someone else to take a look.
